Another case of boneheaded California Legislature activism. This time around they decided to mandate spaying/neutering of all dogs and cats over four months old. And to make this piece of politicalshit art more palatable they cleverly tagged it with positively sounding words "Healthy" and "Pets". Shameless bastards.
