Note the monopoly positions on each CP. Personally, I don't think Europe wants it happen. Also, this case illustrates an interesting dilemma that any control system has to deal with: there should be a lot of sources and distribution channels to avoid hostile CP creation; and there should be few sources and distribution channels to limit the contol system's complexity.
